From the perspective of someone wishing to immigrate to Canada, there are really only two broad strategies. Either you master the English language, are highly educated with sufficient settlement funds to receive an invitation to apply for permanent residency to Canada, or you must seek a job offer from a Canadian employer.
The latter strategy often requires that people target industries with high job vacancy rates and for which there are no specific professional or provincial requirements to enter into practice. The reality is that many highly trained foreign professionals must agree to fill positions that may be considered beneath their skill and experience levels.
The reason for this is simple: Canadian employers can only hire foreign workers if they have professional or trade designations recognized in Canada, and only if they can prove they cannot find Canadians or permanent residents to fill their positions.
